PORTLAND, MAINE – Stacey Harris, General Superintendent at Consigli Construction Co., Inc., was recently appointed by Maine Governor Janet Mills to the Maine Community College System (MCCS) Board of Trustees.

The Board of the Maine Community College System consists of 13 appointed voting members, one ex-officio voting member and one ex-officio non-voting member.

“I am very pleased Stacey Harris has joined the MCCS board of trustees, particularly now, when training students to work in construction is so critical for the state. Her experience, perspective, and guidance on how to grow and strengthen our trade programs will help us tremendously,” said Maine Community College System President David Daigler. “The trades, and electrical programs in particular, are hugely popular with today’s students and we’re seeing incredible demand. Working closely with employers will ensure those students are ready to step into good jobs right away.”

Harris has nearly two decades of wide-ranging construction experience and has helped Consigli successfully manage and deliver complex and challenging projects throughout the region and across market sectors. Most recently, she has helped lead high-profile projects for leading higher education institutions in Maine, such as the Ferland Engineering and Design Center at the University of Maine, the Gordon Center for Performing Arts at Colby College, and the John & Lile Gibbons Center for Arctic Studies and Barry Mills Hall at Bowdoin College.

A Maine native and proud graduate of its public university system, Harris previously served on the Board of Directors for the University of Maine Alumni Association. She is a passionate advocate and mentor for young women considering a career in STEM industries and the trades, she is a frequent collaborator with local high schools and workforce development organizations, including her local ACE Mentor Program Chapter. She is a member of the Society of Women Engineers (SWE) and the National Association of Women in Construction (NAWIC).

Stacey earned her bachelor’s degree in civil and environmental engineering from the University of Maine and received her MBA in global enterprise management from Rensselaer Polytechnic Institute.

Based in Washington, D.C., Lynch is a real estate industry leader with more than 25 years of experience as an investor and a developer. He is the founder of Jair Lynch Real Estate Partners, a firm specializing in institutional-grade projects rooted in sustainability and social responsibility.

Additionally, Lynch is an accomplished gymnast and two-time Olympian, earning a silver medal in 1996. He was inducted into the USA Gymnastics Hall of Fame in 2002 and is first male African-American gymnast to medal at an Olympics.

Lynch joins Debra Williams and Kevin Kilgore on the Board of Directors, who are returning for their third and second terms. Commercial buildings account for over 30% of all U.S. greenhouse gas emissions. With increasing local, regional and federal laws and disclosure requirements requiring reduced operational carbon emissions, businesses are compelled to prioritize decarbonization, or face penalization. Take New York City and Boston—two major cities issuing fines to commercial buildings for failing to comply with reducing carbon emissions:

New York City – Local Law 97: Local Law 97 mandates large buildings to significantly reduce their greenhouse gas emissions, aiming for a 40% reduction by 2030 and net-zero emissions by 2050. It is considered one of the most ambitious plans in the nation.

Boston – Building Emissions Reduction and Disclosure (BERDO): BERDO requires large buildings to report their annual energy and water use to the city by February 2025 and reduce their greenhouse gas emissions by 2023 in line with set targets, with the ultimate goal of reaching net-zero emissions by 2050.

PORTLAND, ME – Consigli Construction Co., Inc.’s commitment to safety excellence was recently recognized by Engineering News-Record (ENR) New England in its annual 2024 Best Regional Project Awards, with the Gordon Center for Creative and Performing Arts project receiving the top safety honor.

The largest academic project in Colby College history, and the campus’ new home for music, cinema studies and performance, theater and dance departments, the 74,000 sq. ft. Gordon Center serves as one of the most advanced and innovative performing arts facilities in New England. To achieve the Gordon Center’s innovative design, complete with highly specialized acoustical treatments able to adapt to multiple disciplines and performance types, Consigli collaborated closely with the design team and performed meticulous quality assurance work to ensure that the Center’s performance spaces met design specifications and standards.

Completed on a busy, occupied campus and sited on bedrock that required blasting in a heavily-trafficked area to install foundations and utilities, Consigli exceeded jobsite safety standards and prioritized the protection of the Colby College community through extensive safety planning and constant communication with students and faculty.

Leveraging its in-house resources and expertise, Consigli enlisted both its proven pre-fabrication approach to streamline delivery and minimize on-site work during inclement weather, as well as its self-perform division to perform the installation of the building’s custom limestone façade and parts of the acoustic panel installation.

NEW YORK CITY, NY – 345 Hudson Decarbonization – Phase 1, trailblazing project utilizing advanced Nordic design principles of holistic energy recycling and electrification to decarbonize the century-old building, was honored by Engineering News-Record (ENR) New York with its 2024 Excellence in Sustainability Award.

Consigli and its energy division, Arch Energy, have worked collaboratively with project partners to rapidly electrify 345 Hudson by replacing steam and natural gas systems. Using proven, innovative technologies from Electric.nyc, Phase 1 will enable renewable energy within the existing building infrastructure and replace outdated systems powered by steam and natural gas with smart electric-powered systems. Leveraging these new systems, 345 Hudson and adjacent buildings will be connected through micro-grids to create shared, efficient and circular heating and cooling.

Once complete, 345 Hudson’s retrofit is expected to reduce emissions by at least 70 percent and support compliance with New York City’s Local Law 97, which mandates large buildings significantly reduce their greenhouse gas emissions by 2030.

Developed by Hudson Square Properties (HSP), a collaboration between Hines, Trinity Church Wall Street, and Norges Bank, the award-winning project received NYSERDA’s first Empire Building Challenge grant to support decarbonization efforts.

Members of the Consigli and Arch Energy teams, alongside project partners, received the award at a Nov. 12 celebration hosted by ENR.

To support increased undergraduate enrollment within its larger expansion master plan, Fairfield University called for the fast-track, 12-month construction of a new 30,000 sq. ft., three-story building adjacent to their existing Faber Hall residence. Recognizing the University’s need for absolute schedule certainty, Consigli explored options for schedule acceleration to ensure project completion in under a year—ready for Fall semester student move-in.

With Consigli’s pre-fabrication and self-perform experts, the project team identified a viable, cost-neutral solution for the building’s exterior wall panels to save on schedule. Upon presentation to and approval from the University, Consigli planned and executed the pre-fabricated exterior wall panels to condense a traditionally six-week building enclosure timeframe into just two weeks with its own self-perform craftspeople.

Design

Engaging the right design partners confirms accurate design details of pre-fabricated building elements and mitigates the risk of rework once materials leave the warehouse.

Consigli engaged a third-party delegated design team to review and confirm details for connections on the exterior wall panels. Excel Engineering, a specialty engineering firm with expertise in cold form steel, was hired to detail the panels and confirm all structural details. Excel converted the façade into panels that could be transported from Consigli’s pre-fabrication facility to the jobsite as they were ready to be installed.

Pre-fabrication

In addition to improved quality control and productivity, implementing pre-fabrication strategies on higher education projects takes work off campus and minimizes on-site construction activity.

Self-perform at Pre-fabrication Warehouse

At Consigli’s regionally based pre-fabrication shop, self-perform crews assembled 130 panels totaling 15,000 sq. ft. to enclose the residence hall addition. For eight weeks, five self-perform craftspeople precisely fabricated all exterior wall panels in sequence of how they would be placed on the building. This process brought approximately 1,800 hours of labor hours off of the University’s campus and into the warehouse, reducing on-site construction traffic and supporting a quieter job site in the process.

The well-lit, heated, ground-level space at the warehouse provided an ergonomic working environment—one that a construction site cannot always guarantee among the noises of intrusive trades on site, especially amid February weather in New England. When preparing the panels for load and delivery to site, the project team employed a project-specific quality assurance checklist developed and implemented by Consigli’s Quality department to safeguard the quality of every panel. All dimensions and details were reviewed on multiple occasions, and once each panel passed inspection, the panel was loaded on the flatbed to leave for the site. Panels were loaded onto four flatbed trucks for just-in-time deliveries so the panels could be picked and flown directly onto the building upon arrival to the job site.

Delivery & Installation

Parallel processing of material fabrication and installation supports faster, higher-quality construction by simultaneously managing multiple trades.

Pre-fabricated Exterior Wall Panel Install

While the crew in the pre-fabrication shop fabricated panels and loaded the trucks, six Consigli craftspeople at the jobsite received and unloaded the panels to be flown and placed on the building. Consigli’s simultaneous workflow—also known as parallel processing—maximized time both on site and in the warehouse. The Consigli field team had pre-checked the concrete foundation wall perimeter at the jobsite to ensure it was flat and level to quickly and accurately receive the first-floor panels set to rest on top of it.

The fast-tracked, two-week installation in February allowed the project team to enclose the exterior and start heating for interior tradework throughout the winter. And, because the building was enclosed and work was moved indoors, the construction site quickly quieted for the campus community, especially for the students in the adjacent dormitory.

The benefits of Consigli’s hands-on ownership of the pre-fabricated exterior wall panels went beyond the accelerated project schedule. Exterior wall system pre-fabrication ensured a quality product was fabricated and installed efficiently and with the campus’s best interest in mind—from decreased on-campus activity to the maintenance of a clean, safer and substantially quieter construction site.

MANCHESTER, NH – Engineering News-Record (ENR) recently featured Vance Freymann, Regional Director – New Hampshire, in its September edition of the Manchester, N.H. City Scoop. The regional, monthly column in ENR highlights local industry leaders and their observations on current market trends.

Freymann discussed the sustained growth Consigli continues to see in the academic market sector, with ongoing projects on the campuses of Dartmouth College, the University of New Hampshire and Phillips Exeter Academy, which Freymann anticipates will “have quite a bit more construction planned in the near future.”

He also highlighted the continued, and growing, demand for the incorporation of sustainable building materials and approaches in projects across market sectors. Consigli has a demonstrated expertise in the use of mass timber, and Freymann noted that the firm expects to “see more of [it] next year and beyond.”
